Unique Solutioning Approach:

  • Solutions are designed collaboratively from start to finish by looking through the eyes of the end users.

  • Sustainability of all hardware, software, or supplies is assessed early on and assessment of what sustainment costs will be. Wherever possible procure local, use local vendors, and leverage recipient state resources.

  • Significant upfront time spent with Stakeholders to: a) understand their Mission and core functions. Assess if new IT systems can reduce errors, improve efficiency and provide a common platform where everyone sees the same data and what their tasks are based on their user role(s) Stakeholders determine what is viable for their Organization – our technical team creates a few innovative solutions that provide maximum benefit – including cost, schedule, and deliverables should the funding organization approve one (or more) of the options.

  • Once funds are approved, Project Charter is established with roles, responsibilities, scope, objectives, and measurable outcomes.

  • Frequent meetings with Stakeholders and power users continue throughout development – co-creating the system forms, fields, business logic – all aligned with the Organizations’ business processes.

  • End result is a well-defined TO-BE state and a roadmap for going from AS-IS to TO-BE stated on schedule.

  • Rapid prototyping (<1 month for core modules and functions) enables End Users to review, comment and provide input to Development Team so they can revise the solution accordingly.

  • Proof of Concept (POC) or Pilot project will be implemented once core capabilities are functioning. Testing will include system-wide testing, job role specific testing, and even importing historical data (as required). All bugs, tweaks or suggested adjustments will be documented in our test management solutions

  • Once Version 1 features are complete and signed off by user acceptance testing, Release of solution will be planned and implemented. At this time all Version 1 features are frozen and any new change requests are documented as a System Change Request (SCR) and added to the backlog.

  • Training Materials will be developed that follow each functions business processes with directions on where and when to input data in new IT system. User’s computer competency levels will be assessed upfront and users will be grouped with other users with similar levels of competence. Each role will have job-specific quick reference cards as-well as AI assistant. Training will be scheduled to run in QA environment before release of Version 1. Each training participant will have sample tasks to complete based on historical records. Training Quiz will be performed by all users, demonstrating an ability to perform the core functions in the system related to their role. Certifications will be issued (required to be renewed annually).

  • Version 1 will be released with notifications to all end users. Daily touch points with key users in each office will illicit feedback on system with SCRs created as necessary.

  • Help Desk Services will be available.

  • New Releases will be deployed every 6 months with a Configuration Control Board (CCB) meeting held to review SCRs, LOE, Cost and prioritized with SCRs are included in next release.

  • Operations Manual (web-based) is created for System Admin, configuration control, backup and recovery, and NIST Cybersecurity controls at the appropriate system level.

  • Online surveys will enable end users to provide feedback on the system – we are continually learning from the end users what works well and what needs to improve. Quarterly power user group meetings will be held with Stakeholder Management to assess status of system, achievements in past quarter, and proposed tasks for next quarter.

David Margison has been delivering Mission Support Solutions for Federal and International agencies for over 30 years. His user-centric approach and attention to customers' business processes has resulted in global IT solutions that are in use in more than 10 countries. He is a visionary and has the ability to understand how agencies can best utilize technology. MSS Leadership includes Ben Johnson who runs the Software Development team and has partnered with MSS for over 15 years.

EXPERIENCE:

We have over 30 years supporting Federal and International agencies. For example, we led the design, development and implementation of DTRA's biosurveillance systems which are now currently in use in over 50 countries. We designed and developed a Global Supply Chain and Personnel Logistics System which tracks material, equipment and personnel for OCONUS Missions.
